| Description: | This Month Jim & Margery talk with the Governor Deval Patrick about reforms, education, the departure of Doug Rubin, casinos, healthcare & elderly driving. |
" Ask the governor with the human Marjorie is online and on demand. The whole country the first Thursday of the month."
" I feel compelled to point out it again is not the a beautiful day that we're doing our best to keep going nonetheless I am."
" Not to -- he's designing. I'm Marjorie Miller beer here without."
" Nothing visit from Governor Deval Patrick is trying to do his best through this. Lousy weather and it was a 617822196. Notarized collars and -- to say hello governor has Lou Marty or thank -- for dancing even monitoring."
" Look at Atlanta the Atlanta. A number you do and I feel like as an adult to sell anyway. You."
" Had an unbelievable week -- have been on these ethics reforms and transportation reforms and pension reforms before it into the -- and the other questions -- about what's what's been going on."
" Well it has been it has been a great several weeks several months -- and for the commonwealth mainly these that are. Changes that the public's been clamoring for for decades we sign the pension reform bill couple weeks ago unanimously passed Bible that. House in the Senate the Senate president showed particular leadership getting that. Getting that done. And have really closes those loopholes and in the gamesmanship around. Around pensions we signed the transportation when things and pensions of people with -- well there were rules like the year and a date rule you get a whole year of creditable service I think that's the term whole year pension credit for one day of work in the count the year that silver. There was this so called king for a day rule where fewer. Disabled serving while serving as a substitute supervisor for one day you get a pension as if you mixer is if you -- that's their -- that's the thing firefighters are wrought iron out the satellite -- there were. You know there was one. I'm fairly obscure rule I think it'll describe this correctly we're if you were eligible for early retirement. And your spouse were for -- for a state government and was not. Then your spouse became automatically eligible for their early retirement when you can mail all kinds of things like inspect they just over. Is another chapter in pension reform coming -- because the we asked a commission to do some work. To finish by -- September 1 on some of those rules that require a little bit more actuarial study them. Which has some analysis required. And so will be another bill filed in the in the fault that -- include the cat is what in the don't you know certainly willing the -- the question in -- estimate this before. It's the question is what. What's the right camp with the one that makes the rights and some of the consequences of the choices we make there but pension reform very big deal I'm very proud that I know we all are. He literally kidnapped on time. Transportation reform -- last week. Radically simplifies this bureaucracy -- some savings to be gained near its going to be be chance to get it to. Implemented and we get some we development and plan to do so when and to deliver on those. Saving so that's a big step forward in an ethics reform we signed yesterday. And on now and Asia to the speaker who showed particular leadership and it's a partnership among many that in the speakers -- and that and strengthens the rules it it imposes a gift ban. For gifts to it's substantial value to elect officials it to him. I get the enforcement agencies more authority to the -- and do it do well. And also some campaign finance changes so very very good and important. And long awaited. Reforms any one of which would be important that is the packet I think they're really huge and I just add one other thing. We signed a budget. As well earlier earlier this week panel which you have. Was full of miserable choices. Buddies. Is responsible -- is balanced. And yet unlike many of our sister states it's on time. So again another example. All of us up on Beacon -- working together and and trying to move the -- even in the top. And in it it is not exactly reform I think if it is reform front page of the Boston Globe to talking about how. You -- plan to take over thirty failing schools which I think is fantastic -- we can't let these schools. He can listen about -- well that's really that -- that is -- an element of a via the readiness project that I think we've talked about on the show before which. Is our vision for the next chapter in reform if something's gonna have to wait until the resources are available it is not that if something we have to do now. And that we just can't wait for and now we have some strategies and had to get at the achievement gap that we step. Letting the fact that this fabulous. Statistical accomplishment across the whole commonwealth in terms of student achievement which is marvelous. And should be celebrated but can't take -- tech -- I -- off another ball. Which it is some Q it's mostly -- who are being left behind. And that's just not acceptable so we have. Something called readiness schools in the three versions the one that was them that we're gonna proposed the one that was written up in the paper today. Is it is in some -- it restricts the most aggressive. Version but their other versions where. -- the teachers can take over the school a charter operator could take over the schools -- their other kinds of models that we're looking at. To bring innovation. To expand learning time to. To bring some. Use some real special attention to bear to make sure that every child. Has an opportunity to reach user protect."
" Speaking of we're theater called the second 672 to 106 on yesterday's signed this ethics thing and even critics have said one pieces missing and other pieces missing and said it's the most significant ethics reform in a generation if not more you singled out three people. The speaker was one of them your chief of legal council on Africa house member he did not mention the Senate president. I was wrong or you know you said there were three big shots big major -- we actually have the sound of joy here."
" I and I know what accident well that would just that I said I thanked speaker in the Senate president and I thank the members of the task force. I think Dell icu giving the -- I society here and here there. I think I think the -- the members of the ethics committee. On the house the cheers and their members and the conferees and and I singled out three particularly here. I'm who really went above and B and that was it was yeah and -- it and that is and that was the my chief legal counsel. Kim -- the majority leader in the speaker because they do go above and beyond."
" It was the turning very thing the Senate president is that a function of the fact that originally they've got to the ethics commission and turned it around but didn't back off that is it because of the personal stuff with Colin you relevant a month or two ago I'm serious what -- I mean it's really get along -- deal."
" At those at the at the roll out of the pension bill. I made a point of calling out the Senate president who went above and beyond. In the in that case does mean that. Everybody didn't have a rule and I didn't you know single that myself that you better be sure I was pushing for all three -- governor to open it would you please say your assessment governor that you went above and beyond."
" One last verse a human question Noah gets the call thank you for that much we just had -- You're number listen actively be cleared -- absolutely no disrespect intended any good evening at which she would -- that the appointed. On various bills he takes it takes everybody to make."
" Changes of this significance have. It takes everybody took the leadership on the Senate -- the house -- it took a lot of work from our staff and from me."
" But on any given piece of legislation there are people who standout who make it their own."
" And in the case of the at least they'll mention those folks in the case of the pension bill -- Those folks and I think you know why not emotion it's math."
" Over the older respect on this just for second -- I -- it the relationship of the three leaders is not just that it in her personal thing. -- The governor wants is thought -- in two seconds the Senate president saying they happen and we've voted on and forget about me. In my reading the wrong thing into these messages."
" What you're trying to do is stir up something in there. I'm here and there it isn't okay fair let the you know people again. -- how we are ran here in in matches people -- frequently yeah. You know even to the point in the it's being flip. Forget it it's that you can't let that stuff roll off a criminal -- a lot."
" A girl ethnic got a guy and help -- I key adviser in your campaign used to work -- for -- constantly running against interestingly chief of staff after your initial cheapest that announcement that he's leaving. It says he's going vector is all business is gonna adviser campaign yes he had the question is -- we gonna read a story in three days saying there was more to this or is this purely he's my mission is accomplished and on back to the private."
" God bless -- has stayed longer and he agreed to when I asked him to come and and I have appreciated him every single day in the office and I'm gonna look forward to his help on the cam campaign for reelection just as he did on the yeah. On the first campaigns can be great. Talk about the campaign estimates the first governor of the calls well before we go before we move on and you know a shout out to Arthur Bernard or -- news that the new chief of staff who's deeply experienced in. Just a lovely guy great. Temperament just an ease of -- and a confidence and understands. The reform agenda which trying to push up on Beacon Hill and and at the same -- understands. The ways of -- there. Awful used to say it's -- there is really great place you work for senator. President Charlie -- he was senate president traveling needs to achieve staff before you turn -- get to a whole bunch of things about the future a couple of minutes the first governor of north Nicole's although sure. Gregory is calling from Quincy victories there."
" thank you governor bigger Michael thanks. I wanna say perked up good job on that ethics reform I and still -- to a lot of this stuff and it looks really really good to me thank you. And I wanted to talk about the unemployment situation in Matt's tree as I understand that where it but it that we teach here -- Or almost to double digits and unemployment. But I did not know fuel whereas some of the issues and problems the unemployment office offices throughout the state. I'm we have people. Myself a lot of lot of my colleagues laid off. We have people. Because a lot of laid off people on different chat -- stuff waiting you know 68 almost ten weeks where unemployment -- again."
" Still now Gregory because I know that was a problem when we get the first time peak rush starting in in December used to used to hearing that."
" It's still here and that and and in fact other issues as well for example if you. If you are unemployment and you look in have to find temp work or. Are on call work if you go over your weekly allotment. What gene which is what they say you can make what do you the benefit rated. You automatically to computers bear I cannot tell that your that -- work they don't call -- automatically turn you unemployment off via Google back to the back of our. Our lord in which takes another 68 weeks and with the national. Rate of only savings of a month to 45 days. People really really struggling. And I definitely know. Have you have you had any thoughts -- needing. Has anyone taken a look at trying to that is so -- some of these burdens on people especially in these trying times."
" Gregory thank you for that for the question for so we got some we got some help in the stimulus. Money from Washington. It at some staff back to unemployment offices that we would deal with the long waits to -- you remember back in December and it stories of people waiting on the phone for -- our Aaron and being disconnected and you know that's it. This is all -- bad. Customer service even in good time -- particularly at times and so many people need these need these benefits it was a stimulus. Bill passed in the legislature just this week. In our state legislatures just this week it has some provisions in it it make us. Eligible to receive some additional federal we have to pass and make some changes in our life here. To receive some additional federal resources. -- and implement in the -- help us get at that but let me get underneath it and Gregory if you don't mind. I don't do this on air but if you know mining and on and -- has given a number if you could tell me about. Specific offices or specific issues. That you have experienced war and where that you know that that would help me -- them. You know two to the number the problem if you don't mind all the."
" On and -- take Gregory Donald taken number in some from the governor's office will be in -- 6178221961. Brief break and all Governor Patrick told to thank."
" Nine WTKK."
