| Published: | Thu, 1 Oct 2009 |
| Description: | Jim and Margery, "Ask the Governor" with Gov. Deval Patrick. 10/1/09. |
" With human Marjorie -- online and on demand. -- the whole country the first Thursday of the month -- 96 will help."
" He's to drag him into the and it's fun."
" I was gonna explanation just now from. Average about Patrick who's here from monthly visit about what it means to get -- hip replacement he came in -- you're barely you're just look at a little bit."
" A simple life -- got my stick here yeah but it hurts as he dressed up just that with eight. Beautiful -- cover from a wonderful family and minister is that true receives the assets in the assault on TV actually edit is a wonderful story that tactic of technical skill that."
" I'm Diana I've got a call at I think she's at 6 in the morning but and gentlemen on the incident. As she told the story -- opium I'm calling so so early but. Which trying to get something to the to the governor and and he went on talked about how his mother who has since passed away. Had her hip replaced many many years ago she was very -- And -- so when she got hurricane. She -- a year a cover for. And she called her walking stick and that he went out when -- people start to compliment her on it so she starts to make them. For others -- a -- cheer them up and so forth and she's not people who with the sort of thing. And actually made a bunch of them and they had one -- she's passed away someone on the family through got into the tradition of giving them on to people achieve people. And -- he says Tenet plan we have one of them want the governor to -- that we brought it to the hospital we could get past security. So I could we get it to use them now and and they did and tan and and I can't and so I -- and wearing your travel the country. Only that I TV it looks like a year. Looks like a magic wand that those if we could use one."
" Does this affect you for you said these people called your wife at home yeah if people in the audience wanna call you on your numbers one. Well it is -- it is a published number but -- yet but there's -- recording it if you -- official. In your feeling you toll is used -- feeling better a much better in my grandmother's ultimately like walking regular Kenya hopes hopes aren't doing that physical therapy which -- is really important and take it. Seriously and then you know Pakistan where -- Let them about it at some good news. Massachusetts is supposedly coming into this mess sooner and things are turning around economically speaking its hands and Massachusetts with what I've."
" Happening now it's really good news the -- The housing market is is coming back and coming to Textron we've had them. I think it's four or five months of -- job growth now in April we get the largest job growth in the country. And most of the growth -- incumbents on private side so most of the growth has been coming. In the sectors we concentrated on life sciences IT. Clean energy clean tech and health care and so on so. I feel like you know the work we've been trying to do to encourage these innovation. Industries industries that really a signature industries for us in Massachusetts is paying off that's related news the public sector always lags. In terms of its recovery because you think of that and public revenue comes largely from Texas Texas get payment people worker businesses. That are making money you can't let that cycle kicking in. And so we still got some some big big challenges on the AM. On the government side of the private sector is coming coming back -- unemployment is high. Nine Portland. Percent which is which is here -- some. If you will. Including indicators in at number and I say that with some hesitation because if you out of work you know you can. Yeah it's off it's awful right. But but people some of those numbers some of an increase isn't that people who it's stopped looking for work who have started again because they feel. That there are opportunities. There and the out migration and I'm very pleased to be losing a lot of yes people working at least that -- stopped. With a new England and slowed significantly for other parts of the country's -- so. Labor force is growing. Which actually is its own. Sales point when you're talking to businesses that about investing here."
" Well you know you edit I guess you'd have to ask the Boston officials about that senses and tax imposed by the states the authority given by the state team that. Cities and towns to elect to make their own judgment and we did that and I think it was a right -- that way down to give cities -- that judgment because. And we've talked about this you know from a couple of years on this on this program we have an over reliance on the property tax. In net income cities and towns and depend very heavily on the on the property tax in this working for a whole host of reasons. And so in trying to do is give cities and towns and other tools both to save money. And to raise -- and so that they can break their reliance on the on the property tax and on locally for the and at a time when win in the state is I'm able to keep up. With increases in locally because revenue in the state generally has been down. These tools. Are important to the cities and I think that you know different cities will make and vastly different. Judgments today. And different judgments as the economy. Resumes -- will say. I've been in a couple. Reference recently and we -- restaurants and united this isn't a totally unscientific. Asia that they tell -- business boom that they here having record years and that's very."
" two things we're brushing your time calls early today two things relating I guess to some degree to the financial situations -- chief fiscal person was occur when left Fannie and has gone to Harvard it and this is not like abandoning a sinking ship economically shoddy job and we kind of."
" Now on -- we actually -- state longer than most. And it signatures is a lot of administration finance secretaries lot of wear and tear and jab and he marvelous. And she succeeded by one of our stars and of these options you impetus options on the circular thing the turnpike never understood that our. I do recall the words that you know it. Liability. Because of these deals had been put in -- previous. Administration's. At the turnpike and the need to be solved. And and GA has now solved all but one and one. He's very close to solving I think is that matters eight before so that he's he's. And that's as one example of the contributions he's."
" One last personal question for -- to the polls you mentioned the turnpike to James always in your sector transportation was. James we hardly knew you Leo we see here and on. Fairly quick and harsh in retrospect. Was that. Not a mistake. That you took a lot of heat at the time yeah auto running against the big big culture of death to a lot of people and I sale amongst them yet he personified the Big Dig culture -- did all the financial dealings in retrospect can you admit that you probably shouldn't pick them."
" Well I will admit that there was a lot of controversy that about peaking in the -- to James's and great credit. He's the reason we get this extraordinary transportation reform bill. That was not. You know that was heavy lift that was very and it's it's a complicated. Bill and he took a lot of heat. -- so villa on on behalf of the administration but I think more importantly on behalf of the greater good. And the bill is important it's transform and -- it will take some time to implement and I think we need a different kind of leadership. To implement it and we did to get the and get the deal and so -- respective. In. Jim's decision but I'm grateful -- personally am grateful for his help now that was his decision -- didn't -- stand for India. For the for the role as the end. As the CEO of mass which is the new and -- And and as I say I think there's a difference at attempts. We need for implementation and we did. To get the bill I think Jeff Mullen the new incoming secretary has -- to go to the -- of literature you good to limited or your show. Mark is calling from Bellingham mark -- mark."
" I don't know Kmart and we you ought to go to -- and outlook block rock -- the amount I would yes. What's the ought to look like that --"
" Crummy but. I think we gonna be able to do mark the yen the M yeah. I've forgotten the term now that the you remember we had -- a cushion for so we can do on prompt pay. Last year what do we call. You -- about mark you still there are you member -- member there was an issue about the length of time it took mass -- to pay yet."
" And then we got some permission to do in effect deficit spending so we wouldn't have to wait for the legislature to that. To vote the extra appropriation we can pay as we went. In debt last year so we can pay more --"
" Right. Right at thirteen --"
" Right and so so I think we will be able to get that latitude began from the legislature and then we can come back and actually appropriate that he AM. The actual stand when we Nellie is the you don't have to wait. And your employees in your investors in your and you bankers don't have to wait to get to get paid."
" Our -- comes quickly governor you have been after meeting -- over the through legislative leaders of today in the decision was announced not to push on a casino bill note speakers finally on board until next year there may -- hearings before. Have you and the speaker cut a deal now where you he finally bought and casino's and you finally which he didn't like that archer was undecided and you finally set -- do what you want slot machines no cracks."
" No not exactly the the not even approximately five I don't know be ambiguous that about it we have them we have had very little. Substantive conversation about it we can only deck in the spring we certainly with a three was recently get to this in the -- it's so we can do. Not the least of which was a very difficult by. And then. We came upon that on the fall and actually the -- The the interim senator. To date. Took up alive a lot of space and and I was at a packet four away. The speaker told me and recognize that I'm publicly and -- he has come more in my direction. And that's about it that's and that's about the extent of our conversation that he's trying to think through. And work through the the various views in the body in that in the house and their whole range. -- and I think it's also chew on that on the Senate side of the Senate president's trying to. To work it through I don't I wouldn't say there's a decision. At. When action taken up until. Until January I think there's a realization that when it comes up attensa cycle air out of the building and has a lot of other stuff to do. And so. You know will we were trying to do is have a conversation that the about how we sequence. The things we know we need to get done in the short run. And as we had that conversation in his own feeling was that he wouldn't think he -- finished his own thinking. Until probably on December January so goes well but no we don't have any yet. We don't have a plan we don't it's now eight we don't have a weakening and put."
" Can't say -- I'm finally there are done my thinking on my stunning I've done my canvassing of the members are ready for the Patrick view of I think you Colin destination resort casinos I would you say to him I'll drop my reluctance to do slot machines at racetracks."
" I'm not there yet. I'm not that look. But putting aside all the details of what the debate may be in by the way I think it's so important we have. It public debate. I really think no matter what the agreement may be if we can fine line between that. The speaker in the Senate president and I it is so important that on the floor of the house and senate. And the -- open and complete debate because this is a complicated. Question -- difficult questions. I'm from me they're basically two principles for how to we maximize the number of good jobs and we minimize the human -- And I you know we put in a proposal that how we thought we can accomplish them in there we found that -- Last year. Of the people may have other ideas about how we accomplished those schools but those -- spectacles okay. It's and Todd is calling from Winthrop --"
" Good afternoon how -- you to I'm doing okay I I you know I mean. Reflecting back here on the -- Hotel -- and frankly I'm a little bit perturbed by any government getting involved in the debate. I wanna get your perspective and give you the chance to explain yourself as to why. You would get involved in the discussion. All right or an issue that is totally. Up to the business to its private business and -- nobody in the explanations would like to get your perspective on."
" Well I can't say at at at I would differ with you on media. On your on part of the premise that viewpoint. That a private business -- nobody. Any. Any explanation they don't owe me or anybody else and it's an explanation of that. The air need to do layoffs and -- and we had -- deleted and state government. But I do think that there is a rightly or -- to do things and I think that when people are treated. In a way that is undignified and and disrespectful. You know whether you think the government should or should not I personally. I'm entitled to a point of view of that and to express myself. An idea I would tell you that the -- that the conversations -- with the workers. Have given me. The clear and clear understanding of the and now what went on what they were. Told in Howell in effect they were misled. And my conversations with the CEO. -- and I've had several with in. And let me with the impression that they themselves feel that those them merits of the decision. I I believe they want to use to -- the men there. I'm doing it was not consistent with their own values and I am hoping that somewhere in that space the two sides will find we'll find common ground."
" Your particular position on the issue -- her -- or -- position was up -- we -- barrel on the radio when the offer was made for the year salary to temp agencies through December 31 the above the health care to tell the temp agency through march the workers themselves rejected unanimously you said your spokesperson says you were looking at the issue -- voice an opinion of -- now."
" And I and I haven't I haven't yet I've asked a lot of questions I have talked to the workers and to the CEO about that because Newt."
" It was so interesting day in some ways they're biggest issues after they finish with the."
" You know. Which -- the -- missing you know looking at at the offer and then does what does it mean and and to their biggest issues trust that the the workers the workers just don't trust the the management understand -- and as a result they won't talk directly to each other. Right now and you know whenever that happens it."
" That prolonged one especially happy for -- welcome back to the -- wouldn't we both fought. The you're involved in an ice went to an American and ask questions after this and I am just this on the high last question -- a lot of time on this thing here and and the criticism of view of we both for was terrific what they were doing what you're doing etc. criticism came in two forms one government shouldn't be involved in two. Why this and one on others that they before we're talking about -- we both for the lane -- and disposing great manager. Making five million bucks at Boston medical center at the same time much of which is public -- same -- she's laid off a 120 people which cut services deport people why weren't -- involved in that situation if you decided that it was appropriate to get involved on behalf of the 98."
" means well like I said. To the two tots to touch point and don't think that it's governments and place where my place necessary from the you have an opinion about everything. But I think in the case of -- it it was a man there was a a real. -- In the way this decision. And it's not you know I understand and I and it stands near. Business better than ninety and and the position to that. To manage the decision whether to lay off for now layoff. These people that the whole notion. You know bring people and having your current workers train your replacements. Telling the current workers when they asked the question that's not what they're doing. And it summarily. On a couple of hours' notice actually not even a couple of hours. I noticed on about fifteen minutes -- thinks surprise. These. And the folks you've been training in fact you replacements and go clean natural lockers right now. And is not. Well first not only is it is a poor way to handle something like that but right now in this economy. Where everybody is so a forty. Is so -- easy. This is. The nightmare of every worker white collar blue collar working poor -- when it is that you -- gonna be blind side. That you know that the management isn't talking -- and explaining we use the challenges and so it is it is a way to -- its. And I hope. I hope that other -- employers including the state. Take a more. Respectful and dignified way of dealing with the bad. News like it."
" break we did take a break."
" The right back with your calls and Governor Deval Patrick. "
" much to ask the governor and with Deval Patrick on Boston's talked revolution. WTKK."
" Welcome back to ask the Governor. Deval Patrick of six point -- TKK. And I am speaking Soviet Union will not. And if Mardy has the president but first. We're not going to I'm beginning go to the phones and let's see. Jim is calling from the card Timmy you there."
" I got. The other panel court system. -- Actually do a couple points that think that -- money. In the state in -- now miles high."
" And you mean comedians and and the -- stripped."
" Yeah they do like it really you know troubled that a hundred feet in a more I don't see need to do more than ten -- the American -- have you -- and she exhaust from the vehicle from the use of the machine. Hours."
" To the mid mid western Texas or anything like that I've seen the they plant that needs with wildflowers."
" Yeah and they just don't know. What do you know -- so that's a heated up blocking Dubuque traffic areas of."
" Yeah I don't I don't know that I don't know the reasons. For. For mowing other than just that you know trying to keep them trying to keep it attractive by Tim -- I take it back to him and ask."
" I have I have one of the way that -- a lot of money to win win win. We're not save money but make money. Allow -- just stay open shorter hours longer but make that torture -- the cooling off period. -- would this could help Nat Nat. People wouldn't be getting out and get into their card right away. And then people wouldn't get into accidents also. Bars would be able to chicken premium prices for Coca-Cola."
" EV -- stop serving liquor at least but let the Barksdale went for women exit."
" Right Morris who would be eliminated because you wouldn't have -- that people are on the street all once you have been trickling out over the hour."
" Which isn't out of the box -- Narnia -- you well I ask you your party you know again. Tim thank you thank you -- with the --"
" Just couple -- thanks a mind to Kennedy talked about that to this Hyatt and case with the with the housekeepers. It was sort of tacky that the way the highest hit. It sets up this is pretty tacky to you and -- and after pension reform which is parliament sessions here in the come off we have had the stories in the last couple days about."
" I've -- pocket just -- who voted for it."
" Pension reform and then quietly slips in a request to take advantage of the book poll before the law takes effect and allow him essentially doubled his pension. As an unpaid member of the Webster's school committee that's pretty tacky thing to -- it. And at the height of hypocrisy both sports is trying to sneak in before the law takes effect."
" Lacy meet -- seemed shaken hands and tell it here's here's what happens Dan. Rules change you give people an opportunity. Two. And you get there is a period before the rule takes effect. And people. You know take advantage of the rules that used to be and that's that. And an act and I know of the story due respect I haven't actually read the story haven't talked to Paul. But my understanding is he took advantage of the rules that were in effect before the rules. And you know I. It is what it's -- give -- if it look at you know I I AM I think the important point here is that we we yeah. We with the help of the legislature and I say and when I say we I do mean."
" To include clips -- I'm. Finally acted on something that folks have been talking and that for a long time. And and for some it was a it was a tough vote and in some of them did not want to take. This though because in some cases they were voting against their only interest true. And I but I appreciate that they took the took the -- I think that the general public does and I think it does go a step. In trying to. Eliminate this since it the culture -- the because that's the."
" What's your visceral reactions -- cities have voted he voted against our interest by essentially doubling his pension. By it by voting the way did won't must assume he agrees it was loopholes deserve closing. And now if your papers reverend spend an extra few was long gone doubtless come -- thousand dollars from the start I mean does what's your personal reaction."
" Well and frantic and trying to restrain their personal. Reaction because Sunday at work with that's look at a I'm glad we changed the I think the right rule is is in place now and again you know they're gonna be it was a story -- remember -- it was in your. He -- A bet the number of maybe it was five times iMac and preakness who were. Who were trying to take advantage of the old rules before you yes suspect and I don't know that it yes -- both cats and housing you can you can fault you can fault people. But the fact is that the rule was what it was. Before it was changed acted within those rules we changed those rules I think he should."
" other quick thing different about the cost."
" You just."
" Appointed. A part Kirk is the entrance under this Titanic."
" A lot of people rejected that number one because nobody's heard of him and it took it look like this with what the Kennedys wanted to that's what about Patrick gave the -- the number three. For political perspective. You know you've been had a tough time Paul lies lately a lot of the same people that -- you would -- a few of the grassroots. At the beginning of year. Ascendancy. Are big Mike Dukakis fans. He's ticked off a lot of those that Mike Dukakis and the same people that -- big fancy your snappy in theaters."
" Well look Chris titles say that Adam Michael Dukakis was one. I think six finalists we -- it. Compelling. Slate -- three women married to. People of color on that honestly and Michael Dukakis was gracious. Through that short and intense process and has been gracious cents. And I and -- like him to he's all about service. I think them that their choices. Before me sort of if you think of at the sort of point of the -- Senator where between making a statement and -- which. And it and stewardship I think and I think the election. Is about making a statement that people get it. To say what direction they want it take. The position of of their senator and they have an opportunity then and in January stewardship is what we need right now someone who's going to carry on the work in the values of Ted Kennedy. And keep that constituent service in that office and staff. I'm moving forward -- 800 pending cases that we suspended after the after the senators passed. And and it all of the very able I candidates and poker with the most. In that respect and I think he's gonna do this I think he's gonna do the job just right."
" Authorities Arizona -- is giving you said yourself that -- easier it kind that you repeatedly. Out. Pushing Paul Kirk -- I didn't say that I season now evidence that he contacted me repeatedly on account of that. We talked about and I heard from mini -- people on -- many of them unsolicited. On behalf of all of the candidates. And and I will say we you know for a short process and -- intense wine and and overwhelmingly confidential. One. I think you know and it certainly look at other states in what has happened when they tried to clean and senator we did pretty well. And we US interest."
" To the president about the interim bill I mean I spoke to the speaker earlier they have an exit David Axelrod called them. Harry Reid called him did you speak to president."
" And I talk to Harry -- attention majority leader and I talked a couple of times and I talked to Tutsi David X -- In depth a couple of a couple of times about the importance of having it built into the -- about the president candidate I spoke to the president probably -- you know. Five seconds an idea. In an hour. Breakfast we had before senator Kennedy's. Funeral just to tell him where I felt we heard. -- accelerated in the likelihood of getting."
" Turn off 6722196. On a shuttle for three minutes straight pound on -- must not gonna happen again come on his 69 from Verizon also when we come back mergers give me that long and we should get all call off all the time Governor Deval Patrick and here in its excellent."
" much to ask the governor and -- Deval Patrick on Boston's talked. Evolution in -- 60. He came came."
" Welcome back to -- that this is the governor here. Given my -- and we're going to Europe calls despite -- I'm Kathy is calling from -- very Kathy."
" I -- an -- yeah can't you for taking my -- thanks training and I wanna ask you about the BT UI port that it relates to unit so we are still waiting that this is an hour here. 14000 dollar raise."
" He is. He has -- facility in the hamster is is where I'll be expected desire and the expert facility is basically. You know check down with Noah Bennet back there by apparently problem we'll get eighteen infrastructure here crippled and that they -- in it and record it. Pretty DP you -- and it didn't -- part because that all much depletion on the line the instinct is and you can't. Tree trimming big that debt with an -- no one number coincidentally rightly. And it really didn't do trek and mean they're a major areas -- education is just totally encroaching on the line and not -- amber and expert counseling and ask is well. So you know we're looking at yet I'm still hearing about -- rebelling accused hanging it -- seen a fact that we are looking at another -- approaching. We go up note efficient from the EPA and the you know I mean you know being mindful of the fact that winter coming that CPU has been responsive. People -- complaint online people at that email shelling the response that they. We can't wait that it's not entering the issue you know me we need resolution."
" And Kathy just for it for. The other listeners that resolution we're waiting four from the DP use is a resolution on them on their response to the ice to. Right."
" On the night -- governor and you know -- we are also looking yet and hopeful for -- in the union legislation finally. -- that -- that. Big you know long term really what we're hopeful -- what is really what makes -- out here I think it makes sense that everything in the state --"
" So so -- let me first that we should separate -- the exit Frist on that on the DEP -- that's an adjudicate -- process. Meaning that that DP -- acts like a court. And I'm not supposed to interfere. And but I will inquire about them. About when to expect that the decision if you even number can detect -- on. I'm on the second point though that the -- legislation he should say something. A bit more about that because that's outside the point of the DP that's the legislative action and that other listeners might be interested in net. Piece of legislation I think the hearing was last week was that --"
" What is it Kathy for those who don't know describe what is Muni won't do."
" Well what and we knew it would allow communities to form a municipality. Without the the -- you blocking them another word if we were looking conforming municipality here which is what -- is."
" You need a municipal electric company."
" yet and municipal power company. Unit so we don't have the ability to block what it does it's the last -- People that the state has we went in Canada aren't they hearing people got up at the state has not just from our area there are people from collecting ten. What the wealth of information who have really been proponents of this for a long time -- people from Wheatley now. Many people traveled from all of this they couldn't they would allow the ability to have chocolate which I think. You know really -- constitutional right -- ability. Could be able to do."
" About. -- You know another motivation -- less so in loony bird I think that little bit more around western Massachusetts is that they have these them. These old. -- generators. And privately owned and in some cases in some cases. Function functioning or functional -- dormant. That could generate. Hydro electric. Powers renewable source it's already there and a municipal electric company could. -- and run it and use that power from locals local needs and spreading Eckstein idea. So I think we've got to give the legislature chance to and digested and I take Kathy that you and others who are interested in which is keep on pressing."
" Let's cut to settle on the governor's office will take your number give -- to John -- and other we're gonna affect you on the GPU issue governor."
" Great Donna is calling for middle girls that I use is there."
" Yeah you got attorney written down please."
" Okay you take another call to roll over and Cynthia is calling from Dorchester Cynthia."
" Governor Patrick how why you will have used Greta I don't want to ask a question -- lost just want to make a comment just. I'm I just want to say thank you very much what you do waist crop the had to look at. I think in if Marta -- officials take this stand and say that you know it is throughout what he would do it because. If we needed a way that it is being done right now. I think a lot of hotels so -- those who attended the same thing to look at that I think is so unfair I appreciate just sat on this situation."
" Well thank you I appreciate that what -- thank you very much of that -- it. Is Donna back from Middlebury. --"
" I'm sorry about that you -- That would get into it looked cool at different. Saying that the 91 for instinct then unbeaten in -- And air conditioning and heating. And I I can better understand how the corporate church and light areas. Like trapped were not given the opportunity."
" Is it for around. Is it for building projects I was just trying to push the paper in front of me now because I'm not sure I'm."
" Eight but scary thing I -- agreement it was illegal -- cheer -- and I'm actually a concrete. -- aren't able it there. I that he didn't show can become correctly needy and -- X conditional and he looked at that there I think it's cool. There is an essential air conditioning nor can I don't think so they -- There's been keeping lack and I don't understand how -- delegates at. They get a true. Where you Q school in metal -- that's a cheap again. -- have -- witnessed stealing when -- bucket put out which snapped up around the market."
" There is there's. Some become the school building authority which is. The capital program for investing in local public schools it's managed by the treasurer's office not by not -- And they have a set of criteria they use for making. Making the net capital investment and decisions and I'm just not up on let them. If you like down I can -- I can try to get some information for you pass that on a connecting directly to it and."
" Labor under we can't be helpful that it -- It's it's very federal receive these types that. At that money being given growth areas where. Financially -- expect her up in that area."
" Talk today is a very unsettling and how many schools have been built the last sixty years in Massachusetts to of the -- sleek you know it makes you kind of wonder about these new vehicle. Yes. The old school team did not have that problem then some for some reason of -- flat -- in Massachusetts hidden in the."
" Donna hold on general take your number governor if we before we take a break. There as I'm sure you've preserving what we have these the -- word. The -- listen have you listened to a sound by John if you can play cut number three for second and I think we'd love to get your reaction to what former President Carter the senators."
" Overwhelming portions. Of the intensely. Demonstrated animosity toward president Barack Obama. Is based on the fact that he is a black man."
" And the president was asked about the someone as far Sunday talk shows and he deflected it as I think it does quite skillfully. What do you think about what to --"
" I deflected. As our I don't know what to think about it I mean you know people have a lot of passion that Dan. A whole host of issues and you know for somebody who believes strongly they -- in civic engagement. And people and getting involved in expressing. And sells its. I am I'm I'm not gonna be first in line to criticize them when they do. I do think it we have got to learn in this in this country have and a civil. Civic engagement which is to say. This understanding we can we can do for even passionately. And still focus on and care about the greater good. And make judgments in it in that way and I think to the to the president's great credit. He has them. Taken on some of the most difficult challenges facing this country some have been thrust upon him -- and he. Seized -- thrust upon like the like the economy. The wars in Iraq and Afghanistan. And he is chosen like health care. Reform. But I feel -- nationally as they do here in the -- if we don't confront our request. And we can't make it better. Community we can't build -- better now in theater. Country I think that. What we've got to do is to just pushed through. The the meanness and trio. And keep. There's a there's a lot of it has been on the books reliance and it doesn't permit small businesses to aggregate basically to join together. So they can now of the same buying power in the large business does of the government does for for that matter if we can have a market based. Reform which -- which ours is I think you do have to do things in the market they give. That level the playing field and I think allowing small businesses to aggregate so they can get it by a parent -- leader rates and is very. And it's something that secretary and key and markets are economic development. An economic development secretary's been working on with them with a group of smokers that we can move endlessly."

But not -- Implemented in the way on -- particularly at a time. Pitches and Dan Burton Coston. And complexities of the being re looking at these regulations well right now nobody's I think is -- price that's right and it is of the as a way to do this you know I've I've used this phrase before it is rightly. People support the health care along Massachusetts have one of your opponent's former Democrat Treasurer Tim Cahill said we gotta cut back on this because in this budget crisis. How at risk if our role is this universal health -- in Massachusetts. Assuming that we continue to have declining revenues."
" Chris I'm committed to it the legislature is committed to it and I think it's a poll indicates the people of the commonwealth are committed to the AC. If value of having an assurance that to them. That healthcare is gonna be available when they needed affordable on the whole although we get some work to do on the entries in premium cost. But that when you get sick it's not going to also lead to a personal bankruptcy. It's enormously important and it's a model. For the debate -- in the congress that right now you know this a -- out there about how much this is added to the and to the state budget the overall addition. A universal care to the statement is about 1%. 1% and it's funded in large measure by taking some other things we used to do. You know the free care pool and so forth and funding are subsidizing insurance. And as we do total system cost. Begin becomes -- weekend some great ideas from some think of the payment reform commission. To try to get. Costs down and we are working with the Senate president really under her leadership. And the and the speaker of the house. On a bill to put these them recommendations into into effect we probably won't be I'm ready with until sometime at the at the end of the month but I think this is worth fighting for. And with all the stresses on on state by on the state budget. I think we can and we should. And -- this -- this is one of the things that we if you don't do it this -- in the -- for them."
